KWAU

It’s been 23 years since the Korean Women’s Association United (KWAU) stepped out into the world holding the flag of the Women’s Rights Movement in February 1987. The lives of women have changed since then as has Korean society. KWAU and its 27 member organizations have had significant success in bringing to light and resolving social injustices.
 
KWAU has played a key role in establishing three women’s human rights laws to protect women’s rights and combat sexual violence, domestic violence, and prostitution. We have also helped to amend the Child Care Act and the Gender Equality in Employment Act which prevents discrimination against women in the workplace. KWAU played a role in abolishing the Hoju system (which is the patriarchal household system which determines the father to be the head of the family) and helped establish a new family registration law. Furthermore, KWAU has helped bring about legislation in the form of the Gender Quota System for National Assembly members in order to enlarge the participation of women in the field of politics and economics.
 
This was only possible because of the contributions and loving criticism of our dear supporters.
 
Now a new challenge is waiting ahead of us. KWAU has built up a new era of gender equality for women over the last 20 years.  Yet we have still not reached the turning point marking true gender equality.
 
In addition, the values and philosophy of Neoliberalism are now prevalent. The peace and fairness promoted in the community values that the Women’s Movement emphasizes have been hustled out, and in their place infinite competition, materialism, discrimination, violence have become widespread. A large portion of women are forced to stay at home and to do housework rather than being able to pursue a professional career. Even if they do find paid employment, the jobs are almost always part-time or informal. Despite the phenomenon of the “New Wave of Women” which has newly arisen with the improvement in gender-equalized employment, only professional vocations offer equal opportunities. For this reason, the New Wave of Women is best understood as new opportunities limited to particular vocational fields. However, despite the limited effects these changes have offered to women in reality, a negative counter trend has arisen to challenge women’s newly acquired status. For instance, the revival of the Preference Point System for Military Service, which was found unconstitutional in 1999, is a negative result of the interpretation that the New Wave of Women has been too successful.
 
As we face these challenges, KWAU would like to develop an equal and shared vision based on our core values, stepping forward to meet tomorrow’s challenges together as companions. We will pursue unity through diversity and strive to achieve:
 
☞          A world that has no discrimination and violence toward women, that tears down the fence of gendered division of labor
☞          A happy world where social and economic disparities have been resolved, and work and welfare is guaranteed for all
☞          A world that recognizes the value of care and socializes the costs of family care
☞          A sustainable world where humans and nature can coexist
☞          A peaceful and united world free from war and conflict
 
We will endeavor to work with you and support you to be a main character as together we make this new world. Every person who takes part in the process will be a creator, playing an integral part in this transformation.

여성연합 홈페이지를 방문해주신 여러분 반갑습니다.

1987년 2월 긴 어둠을 헤치고 여성운동의 깃발을 들고 세상에 나온 지 20년이 지났습니다.

그 동안 우리 사회도 많이 변했지만 여성의 삶도 많이 달라졌습니다.

여성연합은 전국 6개 지부, 27개 회원단체와 함께 성평등 문제를 사회 한복판으로 끌어내어 많은 성과를 거두었습니다.

여성인권 3법이라고 할 수 있는 성폭력특별법, 가정폭력방지법, 성매매방지법 제정을 주도했고, 일과 가정을 양립하고 우리 자녀를 안심하고 키울 수 있는 영유아보육법 제ㆍ개정, 일하는 여성의 고용차별 해소와 모성보호비용의 사회분담화를 위해 남녀고용평등법 개정을 이루어 냈습니다. 또한 가족내 성차별을 해소하기 위해 호주제를 폐지하고 새로운 신분등록법을 제정하는데 큰 역할을 담당했습니다. 이 뿐 아니라 정치ㆍ경제 분야에서 여성의 참여를 확대하기 위해 여성할당제를 제도화하여 여성의 정책권한척도를 높이는데도 기여해 왔습니다.

이런 변화를 만들어내기까지 여성연합에 관심을 갖고 적극적인 참여와 애정어린 비판을 해주신 많은 분들이 있었기에 가능한 일이었습니다. 진심으로 감사드립니다.

이제 우리 앞에는 새로운 도전이 기다리고 있습니다. 지난 20년간 여성연합이 황무지에서 변화의 시나리오를 만들어 성평등사회로 가는 길을 열어왔지만 아직 전환점에 도달하지 못했습니다.

더구나 우리 앞에는 신자유주의 가치와 방식이 판을 치고 있습니다. 여성운동이 지향해 온 평등ㆍ평화ㆍ공동체 가치는 밀려나고 무한경쟁과 시장만능주의, 폭력과 차별이 일상화되고 있습니다. 대다수 여성들은 경제활동을 하고 싶어도 가족내 돌봄을 담당하느라 집에 있어야 하고 일자리가 있어도 전문ㆍ기술직 일부를 제외하면 대부분 비정규ㆍ비공식 일자리입니다. 요즘 ‘여풍’시대가 왔다지만 이는 기회의 평등이 주어지는 전문직종에서 생기는 현상입니다. ‘여풍’은 상징에 불과한데 이를 일반화하는 착시현상을 일으켜 반동의 흐름이 조성되고 있습니다. 1999년 위헌 판결이 난 군가산점을 부활시키려는 움직임이 바로 그런 예입니다.

이런 도전을 직면한 여성연합은 20년 전 여성연합을 창립했을 때 가졌던 첫 마음을 떠올리면서 평등ㆍ나눔ㆍ소통을 핵심가치로 ‘여럿이 함께’가는 운동방식과 ‘和而不同’하는 연대방식으로 활동하고자 합니다.

-여성에 대한 모든 차별과 폭력이 사라지고, 고정화된 성역할 분업의 경계를 허무는 성평등 사회

-사회ㆍ경제적 양극화가 해소되고 일자리와 복지가 보장되는 행복한 사회

-가족 내 돌봄을 사회화하고 돌봄의 가치가 인정받는 돌봄사회

-사람과 자연이 상생할 수 있는 지속가능한 사회

-전쟁과 갈등이 사라지는 평화, 통일사회를

만드는 과정에 여러분이 주인공이 되도록 지원하고 함께 나가도록 노력하겠습니다.

이 과정에 참여하신 모든 분들은 놀라운 변화를 만들어내는 창조자가 될 것입니다.
